Driving licence must for riding electric scooters in Dubai

Dubai has issued new regulations for the use of bicycles, electric bikes and scooters and has specified 21 violations that can attract fines of up to Dh300 and confiscation of the bikes.

The regulations, which also cover permit requirements, safety guidelines, technical requirements and age limits, are governed by the Executive Council Resolution No (13) of 2022 issued by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai.

A driving license is now essential to ride electric scooters. Riders below 16 years are not permitted to ride an electric bike or electric scooter or any other type of bike specified by the Roads and Transport Authority (RTA).

Cyclists below 12 years should be accompanied by an adult cyclist who is 18 years or older and pillion riding has been banned when there is no extra seat for a pillion rider.

Riding bikes or bicycles without receiving RTA’s approval, either for group training (more than four cyclists/bikers), or individual training (less than four), is strictly prohibited. Riders should always make sure they do not obstruct movement on cycling tracks.
